Whats up with diff languages

Whats up with the languages. I mean the whole home page is in English, then you'll go to a forum and the whole thing is in Hebrew or polish or Spanish i don't get it. I guess im going to download the language add on for my Firefox browser.
Another question why cant i delete unwanted characters?
